1. I do not think you have ever seen (9), though you know of its existence and general purport.

2. Reference Mr. Kirkness' minute of 4/10, I summarise below action aken or, outstanding on the loose ends (a) to (f) in his earlier minute of 1/9.

it being agreed that we should have to send out the Memorandum later.

On 19275/107/49, which recently came to me, there was a draft circular despatch to Governors not including Hong Kong (referring to the Memorandum at (6) sent to others but not

to Hong Kong - in or about August 1948) explaining the circumstances in which University authorities should communicate direct with the Secretary of State about C. D. & W. grants, copying their communications to Governors. There was also a draft to University authorities (including the Vice Chancellor Hong Kong University) conveying the same thing and enclosing a copy of the draft to Govenors.

I demurred to either of these documents going out as they stood to Hong Kong (it seemed to me that in any case their purport was not entirely clear) and suggested that after the drafts had run the gamut of other interested Geographical Departments, Mr.Bourdillon, to whom they were directed, should discuss with us how we should tackle Hong Kong. It is a question of getting to Hong Kong, in case she ultimately brin s off a C. D. & W. grant fraher University, the 1948 Memorandum plus the two new documents referred to above. It is desirable to get the 1948 Memoranduin out because as will be seen, it lays down conditions precedent to the sanctioning of a direct C.D. & W. grant to a University, and it is by no means certain that Hong Kong University yet fulfils those conditions. At the same time we have to be a little careful how we put this to Hong Kong when we are, busy telling them that the
